They can come in either painted or unpainted. The ones I have right now at RGT are unpainted generation 1 RGDs like the ones you see above but a little stiffer plastic. The ones you see above are gen 2 and use a plastic foam for filling which is softer but also lighter.

Anyhow, the short answer to your question is, you can get them either way it just costs a little more for painted.
