DP has some decent ones that balance for $35.

You can get "iMax B6" chargers on ebay for around $30 usually. They're pretty nice, actually. Not the best (as they will run you in the range of $200-$300), but it does what it's supposed to do pretty well. It also charges nimh, life, nicd and even lead acid batteries, and has the ability to charge one battery from another (can clamp onto car terminals, for example.)

Is it a smart charger?

Yes its a smart charger.

When using that charger, check the individual cell voltages if you can. They've had problems with the charger not charging LiPo's properly, and all it took to fix that was 24 precision tolerance (0.1% tolerance) resistors. They had 5% tolerance ones installed, and those were causing improper charging, and in some cases, overcharging.

Here's the list of resistors you would need, and their placement:

4x 100k 0.1% 0805
2x 200k 0.1% 0805
1x 18k 0.1% 0805 which is connected in series with 100E 1% 0805 to form 18k1
1x 68k 0.1% 0805 which is connected in series with 300E 1% 0805 to form 68k3
8x 249k 0.1% 0805
8x 499k 0.1% 0805

Depending on where you live, I may be able to install them for you, once you buy the resistors (Mouser, Jameco, or Digi-Key should have them).

all of my voltages have been +/-0.05V of the indicated. Which is the error of my voltmeter anyways... so they're pretty darn close on mine. Of course... that just means I got a consistent set of resistors. I highly recommend replacing those guys if you have any problems with voltages.
